• development methodology of environmental planning;

• development of territorial target programs and action plans in the field of environmental management, environmental protection and sustainable development (urban and rural settlements, districts, regions, river basins);

• development of sectoral programs and plans on environmental management and environmental performance improvement (corporations, industrial enterprises);

• monitoring of territorial and sectoral programs and action plans;

• application and dissemination of the computer modeling methodology of territorial development and definition of resource supply of programs and plans (using software system "Municipal Investment Plan (MIP)" – developed by SST-Consult under the aegis of OECD).

• Methodological recommendations on the development of environmental programs of administrative regions (approved by the National Environmental Protection Committee of the RF), 1996

• Proposals on the development of action plans on environmental management and environmental protection for the districts of the Yaroslavl Region, 1996

• Economic Mechanisms of Integrated Waste Management at a Regional Level (Yaroslavl Region), part of the Federal target program “Wastes”, 2000

• Territorial action plan "Ecology and natural resources of the Yaroslavl Region (2005-2006 and for the period until 2010)", 2003-2004

• Yaroslavl target program “Wastes” in 2001–2005, completed in 2000

• Programme “Improving Yaroslavl Public Water Supply in 2000-2010”, completed in 1999

Municipal programmes:

• Action plan on environmental protection and sustainable development of the Kostomuksha municipal district of the Republic of Karelia, 2008 - 2012.

• Target program of the city of Yaroslavl «Reducing Anthropogenic Impacts on the Environment in 2005-2008». Program development, implementation and monitoring, 2004 – present time.

• Local Plan on the environmental protection and sustainable development of Korablinsky municipal district (Ryazan Region), for  2007–2011, completed in 2006

• Local Plan on the environmental protection and sustainable development of Pervomayski municipal district (Yaroslavl Region), for 2005–2010, completed in 2005

• Environmental management and environmental protection programs for Bolsheselskiy, Danilov, and Luybim areas of the Yaroslavl region, developed in 1996-1997

• Corporate environmental strategy and action plan of “FosAgro” company, 2004.
